Ten years ago, the idea of an operational autonomous vehicle (AV) was still a highly ambitious one. AVs may have moved out of the realm of sci-fi, but they were still a major challenge for DARPA-style research projects. Today, some automakers believe that Level 4 autonomy could be on public roads by 2021. The rate of progress has been nothing short of staggering, but an unforeseen consequence of this success is the strain it has placed on regulators. European consumers might soon be ready for the AV, but there is no guarantee that the right laws and legislation can be passed in time.
