There is no early end in sight to the differences in opinion on whether legislated commercial vehicle fuel consumption and greenhouse gas (GHG) emission levels should be calculated on a ‘whole vehicle’ or an ‘engine only’ basis. As previously outlined in this column, the conflicting views are held, respectively, by European truck manufacturers – as well as their subsidiaries in North America – and the independent engine manufacturer Cummins.
