Mass transit—the backbone of London’s zero emissions goals

For London to go carbon neutral, it must make its comprehensive range of public transport offerings cleaner and more appealing than the car. By Jack Hunsley

In February 2003, London made a bold statement to the world. With the introduction of its congestion charge 16 years ago, it established what was the world’s largest congestion charge zone for a capital city. It laid the foundations for its battle against vehicle pollution, and its success would lead to the April 2019 opening of the Ultra Low Emissions Zone (ULEZ).
